This is a no-changes rebuild of the current unstable package, which has 
been in testing for six months now.

It is needed because the new Key Signing Key (KSK-2024) of the DNS root 
zone will be added to the root zone itself in a few days:

There is no hurry, since the plan is to start using KSK-2024 in October 
2026, but the package needs to be updated at some point before bookworm
end of support.

The source debdiff between 2024041801~deb12u1 (stable) and 
2024071801~deb12u1 (proposed) is quite long because in that time 
I basically rewrote the package.
On the other hand, what matters is that the binary debdiff shows that 
the package content is exactly identical between 2024071801 (testing) 
and 2024071801~deb12u1 (proposed), except for the changelog.
