Dear Release Team,

The C part of the Apache Santuario project (xml-security-c) was retired
by the Apache Foundation.  The Shibboleth project continues to use it
for its own purposes and thus cut a new major release with much (unused
by them) functionality dropped.  This is coupled with a new release of
the full Shibboleth software stack (XMLTooling, OpenSAML and the SP
itself).  New versions of these are already staged in experimental, the
auto-generated trackers track them individually.  Shibboleth-resolver,
the only other affected package is unused in Debian since Moonshot was
removed, and will also be removed shortly, so it isn't explicitly
included in this (otherwise self-contained) transition.  I'm ready to
upload to unstable on your word.
