I think I agree, however...I haven't checked the code, but as I recall the code adds text to the excuses as it goes. So reordering the text would either need changing the order of excuse policies (which I think isn't trivial as I think there are dependencies) or we need new logic to sort the excuses text (where the context is already lost).
