I uploaded 1:1.26.4+ds-13 that does absolutely nothing but removing the extraneous dependency on python3-pkg-resources that Numpy don't need for itself.

I'm not surprised, underspecifying dependencies is a very easy mistake to make. Quite a few autopkgtests broke when numpy stopped depending on python3-all...That made a 10-something reverse dependencies unhappy, https://qa.debian.org/excuses.php?package=numpy
I fixed all of those, will help for python-pbcommand from Colin.
