fmtlib 10 was uploaded in experimental for a while. I'd like to start the
transition now.

Reverse depends have been tested by @aron and @harry-chen.
The following packages FTBFS,

#1086563 0ad
#1086564 ceph
#1086565 genomicsdb
#1086566 open3d
#1086567 xmrig

The auto-fmtlib is right

For the transitions, please rebuild spdlog before other packages.
