Dear Release Team,

I'd like to transition libgit2 after a SONAME bump.

The current "stable" release 1.8.1 introduced a const correctness change that 
would require sourceful uploads for many reverse dependencies. As upstream has 
pretty much immediately reverted that change in 1.8.2~rc1, I decided to save 
us the trouble and go with that release.

The Python language bindings are maintained by me and transition-ready. The 
Ruby bindings need two minor patches [1]. The Rust team is prepared for the 
move to libgit2 1.8 with the latest rustc update; it is possible they also 
need to patch for the reverted const correctness change after I updated to 
1.8.2~rc1.

I've also successfully rebuilt calligra as a random test sample from the 
remaining non-Rust reverse dependencies locally.
