libassuan had a soname bump. The new release (3.x) is API (upwards)
compatible. There where some minor hickups causing build-errors [1] but
afaict we have resolved them. BinNMUs of rdeps should now be sufficient.

It probably makes sense to delay this until gpgme1.0 >= 1.18.0-6 has
propagated to testing to avoid coupling this transitions with the
python3-setuptools update (See #1079928).
