[ Reason ]
Two commits from Linux 6.8 got backported to Linux 6.1, but only one
of them got backported to Linux 5.10, causing the use of GPL-only
symbols (on ppc64el only) from 5.10.210 onwards.
We already had fixed this in the previous point release in
  nvidia-graphics-drivers 470.256.02-2 and
  nvidia-graphics-drivers-tesla-470 470.256.02-1~deb11u2
but the Tesla 418/450/460 packages are affected as well.

[ Impact ]
dkms module failing to build on ppc64el (affects only transitional
packages, so mainly a QA issue and not a user facing one)

[ Tests ]
Manual module build test in bullseye ppc64el chroot.
The package has autopkgtest-pkg-dkms, but that is not run by
dkms/bullseye.

[ Risks ]
Low. The changes have already been tested in the 470 driver series.
The 450/460 series are actually transitional packages pulling in the 470
series.

This a rebuild of the package from sid, therefore it contains a lot of
additional packages for supporting up to Linux 6.10 that are not
relevant for bullseye. There are also some packaging infrastructure
updates and fixes. But I prefer to rebuild the package from sid as
usual because that is a well tested combination ...

  * Backport screen_info changes from 470.182.03 and 470.239.06 to fix kernel
    module build for Linux 6.7 on arm64.
  * Backport pfn_valid changes in nv-mmap.c from 470.239.06.
  * New Romanian (ro) debconf translations by Remus-Gabriel Chelu.
  * xserver-xorg-video-nvidia: Recommend nvidia-vulkan-icd.
  * Move the libnvidia-glvkspirv dependency to libnvidia-(e)glcore.
    (Cf. #1064194)
  * Bump Standards-Version to 4.7.0. No changes needed.
