Please unblock package gnome-dvb-daemon and reduce the days required
to reach Testing.

The gnome-dvb-control app doesn't run because it needed to be updated
for Python >= 3.8.

[ Impact ]
The gnome-dvb-daemon binary packages have no reverse dependencies in
Debian and have a low popcon.
[ Tests ]
dh_auto_test runs some basic checks and would fail the build for
failures (but aren't testing this specific bug)
gnome-dvb-daemon has no autopkgtest and doesn't trigger other autopkgtests
I installed the new version of gnome-dvb-daemon on Debian Bookworm and
was able to successfully run gnome-dvb-control.

A minimal debian/upstream/metadata file was also added in this upload

"complete" freeze and letting this bugfix in won't disrupt the release
process.
