[ Reason ]
As reported in #1031392, postgis 3.1.1 has an important issue with polar
stereographic projections which was resolved in 3.1.2.

[ Impact ]
Unusable coordinates from transformations.

[ Tests ]
Upstream test suite and manual tests have confirmed the fix.

[ Risks ]
Should be low, the patch is small and the fix has been around for quite a
while now.
