That is not the responsibility of this team. I'm also not sure what you mean with rootfs, but I think you mean how to bootstrap Debian. We have several tools in Debian that do that. I *think* debootstrap [1] is the one used for the Debian installer, but things like mmdebstrap [2] exist.
