[ Reason ]
The debian-ports-archive-keyring in bullseye does not include the 2023
key that has been created recently. Although it will start being used in
~10 months, it's a good idea to include it in a point release before we
forget doing so.

[ Impact ]
Users of the debian-ports archive won't be able to validate the archive
signature after January 1st, 2023.

[ Tests ]
There is no test associated with this package. This package only
contains "data", no code. 

[ Risks ]
Risks are very low, key addition is done regularly every year.

[ Checklist ]
  [x] *all* changes are documented in the d/changelog
  [x] I reviewed all changes and I approve them
  [x] attach debdiff against the package in (old)stable
  [x] the issue is verified as fixed in unstable

[ Changes ]
The change consist in the addition of the 2023 key, the move of the 2021
key to the removed keyring, and update of the Standards-Version field.
The later is not relevant for an update to stable, but I have figured
out that it's easier and less error prone to just upload the package
from testing/sid with a new changelog entry.

Given the changes are minimal, I have already uploaded the package to
the archive. Thanks for considering.
