that DD's can easily look them up when they want, and keep that as an
authoritative place for the dates so that if they change, the dates
that are in effect can be looked up from that page?

As my announcement was "preliminary" and I asked for input, I wanted to wait some time before putting that up. Anyways, https://release.debian.org/testing/freeze_policy.html is always the canonical (and authoritative) place this is documented (with the reset of the freeze policy). That page is linked from https://release.debian.org/
