For the record, 2.02+dfsg1-20+deb10u3 broke a custom cloud installation system at $work which relied on the fact that grub-pc would DTRT in its postinst when preseeded with the device to install on. Fixing that issue isn't particularly hard (adding the missing grub-install + mkconfig), however I'm surprised that such a behavior change was deemed appropriate for a stable release update.
