vtk7 (7.1.1+dfsg2-3) was just uploaded and it FTBFS as reported in #958817.
Since it's a key package the RC bug won't trigger autoremoval of it and its rdeps like lammps. If #958817 is not fixed soon, rebuilds in testing-proposed-updates like for hdf5 may be required to enable migration of netcdf and the affected packages.
