Awkward. I'll check if petsc 3.11 has the same problem.
There are a whole bundle of upstream commits in the last 2 months
updating PETSc 3.11 to support HYPRE 2.16.0. The ensemble of them is
too complex to justify applying separately to 3.10 (they've introduced a
new framework for tracking versions of the libraries that PETSc uses).
With your assent I'd therefore like to convert this bug into a
transition request for PETSc 3.11 (the hypre fixes will be in v3.11.3).
