Overall just a better way than editing ld.so.conf.

A summary of past consensus plus some new ideas for a new
dpkg. Nothing new for !dpkg packages.

Mostly resubmitting stuff that has been around for years cleaned up
for sids dpkg. This time split into small chunks that hopefully will
get accepted with the new dpkg team.
