After discussing it with upstream [1], the version of cartopy currently packaged in Stretch (0.14.2) should not be released alongside the packaged matplotlib (2.0) and owslib (0.14), because the codebase is known to be incompatible with their respective versions. Since this package does not have any rdepends in testing currently, this removal should be considered safe.
