wireless-tools is frozen because it generates udebs, and this is currently the best method the release team has at its disposal to stop udebs entering testing before the d-i team are ready for them to do so. Generally, you need to request that updates be pushed in to testing each time they would have done so if they were not frozen. In this specific case - as noted on the page you referenced - the current version has been "unblocked" by joeyh so that the udeb can enter etch for the next d-i beta (http://ftp-master.debian.org/testing/hints/joeyh).
