Generally speaking, it should be possible to have more automated handling of packages with mutual dependencies. In practice, no one has written code for this yet. Alternatively, if the dependencies between the two packages don't *need* to be as strict as they currently are, relaxing them should make it possible for the packages to make their way into testing on their own.
