Well, as I know, current blocking of 'Cupsys transition' is Bug#256690 (kdelibs), but this will be fixed when new qt is coming Sarge. (Status: qt-x11-free is only 3 days old. It must be 5 days to go in) And we, debian-installer team, will discuss on 6 Jul about when we release Candidate 2 image. I hope this image will be nearly final release of d-i. Finally, Masanori Goto and I are making base-freeze plan list (http://kmuto.jp/open.cgi?base-freeze&l=en). This list isn't completed and isn't perfect yet, but shows what packages are treated as 'core' (don't want a big change) for debian-installer and releasing Sarge sooner.
