This was added upstream in the commit a73e6416751abb46ac0f843e65e107405863b405: https://quickgit.kde.org/?p=pimcommon.git&a=commit&h=a73e6416751abb46ac0f843e65e107405863b405I think that all of the new splitted kdepim packages were missing the COPYING files and they were added after the release. We have ~10 more of these to go, I'll try to add the correspoding upstream fix as a patch.
