The reason it isn't a Depends is to avoid a dependency loop.  We can adjust the 
symbols file of libkf5emoticons5 so that anything that Depends on it will also 
Depend on libkf5emoticons-bin to avoid this problem without causing a loop.

We recently resolved similar issues in kwallet and kservice using this approach.
