No; but after experimenting a bit, I found that installing 'libkf5service-bin' solves the problem (guess what - it contains kbuildsycoca5). (This was really a full test cycle: with the same set of installed packages as in the initial post, create new user --> ark does not work; install libkf5service-bin --> ark works).
