Problem also affects Galician (i.e. kde-l10n-gl; locale gl_ES), so the problem seems to affect ALL locales, and will prevent any non english user to install the package. Considering this , I suggest that the severity of the bug should be changed to "grave" as it literally (quoting https://www.debian.org/Bugs/Developer#severities): "makes the package in question unusable or mostly so[...]" Please, do let me know if I could provide any help or more information.
