I have just created a new user some minutes ago to test this in a clean user enviroment, the first two times I logged in with the new user, logout worked well (I only changed the KDE language to American English in this case in Systemsettings), but now logout dialog usually fails with no special action done. I just log in to KDE and Shutdown and Logout buttons from Kickoff do nothing, right click on desktop and Leave option does nothing, Logout plasmoid does nothing. Sorry I am not sure right now how to tell you about reproduce the problem.
