The VLC open file dialog is provided by the Qt4 GUI library. Though in practice, it is often served by a Qt4 platform plugin such as KDE or GTK/GNOME ones. I cannot gather what applies to you from the bug report data, but this bug may very likely need to be re-reassigned. However, in this case, it seems your system is configured to C locale. In that case, it is not really surprising that non-ASCII characters don't work. So it might be invalid altogether. You should probably set at least LC_CTYPE correctly.
