Maybe this must be in kde-i18n-en since I detected it in kde-i18n-es but I assume the problem is in the source docbook and not a i18n issue by itself. Spanish documentation reads: Vea el archivo README.linux.console en el paquete Konsole para obtener información más detallada de las diferencias entre una consola Linux® y una consola UNIX® típica. Si esto no significa nada para usted, no se preocupe por ello. ....but that file (README.linux.console) does not exist. I do not have the english documentation installed, but the file seems not to exist in packages.debian.org at all.
