http://packages.debian.org/search?suite=default&section=all&arch=any&searchon=contents&keywords=ksvgtopng

yields, however, the following attributions:

/usr/bin/ksvgtopng       kdelibs4c2a
/usr/lib/debug/usr/bin/ksvgtopng        kdelibs-dbg

So either I had to learn that dev packages are not being mentioned in 
particular, or the pointer needs a small correction in that it names 
kdelibs4c2a-dev or kdelibs-dev as the relevant package.
