I've reported this in bugs.kde.org as bug 137345. I think the above control command is appropriate, even though http://www.debian.org/Bugs/server-control only documents using an address for the 2nd argument. (I'm going by the announcement about upstream tracking). I also tried a deletion; it didn't work either. I've rebooted since the original report; it didn't help.
