Well, I doubt we either could or would want to change the way conffiles are updated by dpkg. I think that by getting upstream to fix how kdmrc is altered by the KDM Control Centre module (not stripping comments, etc.), then users updating would get a usable amount of 'diff' output to judge whether or not to replace their kdmrc or keep their own copies.
