I have subscribed to that bug a while ago, and lots of people confirmed that restarting plasma-powerdevil.service solved their issue. I decided to try if that helped for this bug too. I installed emacs-gtk again, started it, pressed and hold the down arrow. The issue is still there. Then I ran $(systemctl --user status plasma-powerdevil.service) as mentioned in the upstream bug report. Back to emacs and unfortunately the issue is still there. Stopping plasma-powerdevil, same thing. Luckily in all these tries, after waiting for one minute or so, the system started to respond again.
