It could be, but I have to admit that I don't know the inner workings of 
kmail in that regard. It seems though thAT you're not the only one 
suffering from this bug: https://bugs.kde.org/show_bug.cgi?id=485187

Seems to be a general kmail problem and not a Debian problem.
