This is certainly a bug (reproductible), but it looks very strange to
me and I can't tell for sure it is a kde bug.
I use gdm, kde and xfig. When I select "kde" as window-manager using
gdm's menu, I can't use xfig with KDE. It however works with other
window manager. Another user reported this problem few month ago:

However, when I set KDE as default window manager (update-alternative)
and select "Debian" as a window-manager in gdm's menu, xfig works
perfectly (under KDE!).

Xfig should work fine in kde these days, atleast sarge and
sid.
