Maybe the fault lies with the <a> and <li> tags mixed together. But (and it's worse), in the subsequent `Papers' list, numbering is almost random, going back to 1 from time to time. I know this page isn't standard-compliant, but other browsers (mozilla, w3m) get the list numbers correct in both the lists.
