This is not a kde bug. It is a xfree86-common bug.

But I think this is not really a bug. At least in 
unstable /etc/init.d/xfree86-common provided by xfree86-common set 
up /tmp/.ICE-unix owner/permisions properly.

Do you have this?

$ ll /etc/rc*.d/*xfree86-common
lrwxrwxrwx  1 root root 24 2004-11-08 14:36 /etc/rcS.d/S70xfree86-common
