There is no "formal" Debian QA team, at least in the way of other teams like the Ruby or the Python teams. If you are not already familiar with Debian packaging, I would tend to say this might not be the best way to start helping in Debian? QA issues often require a good understanding of the intricacies of Debian packaging :( As such, I would suggest you reach out to other teams and start by packaging something you'd like to see in Debian :)
You can also help in the openQA-team (a small sub-team of the QA team) that manages the automated integration tests using openQA (coding skills not strictly required).
