Checking the sources (thanks for making them available) and the actual
installation it seems it is sufficient to unset "disable_oldoldstable"
in quantz:/srv/packages.qa.debian.org/www/etc/update_incoming.conf
to fix the problem.
There are a few underlying issues, but assuming pts will go away
real-soon-now (i.e. before EOL wheezy-lts) it's probably not worth
dealing with them.
