When a new upstream version of a package is available, the package tracker displays a high priority action needed item to package the new upstream release. However, we normally don't consider new upstream releases high priority: they are wishlist-severity bugs. In particular, it is certainly significantly more important to fix RC bugs than upload new upstream versions (unless of course the new upstream version fixes the RC bug).
