Mails to *@packages.debian.org are also forwarded to the old PTS which is also forwarding them to the new PTS (tracker.debian.org). This is a way for PTS subscribers to get the same mails as the maintainers. This is expected and normal. The only problem was that exim was not running on tracker.debian.org. This has been fixed now. There's nothing to fix here.
