I can't verify who did what, because the changes were done with the userid qa (not pabs). Someone had saved a copy of /srv/qa.debian.org/mole/watch-requeue/ to /srv/qa.debian.org/mole/watch-requeue/watch-requeue/, so I restored requeue.db from there. The first error message I received had timestamp "Wed, 26 Dec 2012 01:38:01 +0000".
