$ cat debian/watch

http://sf.net/xmlstar/xmlstarlet-(.*)\.tar\.gz
Otherwise, the following link (present in xmlstarlet PTS) works fine:
http://qa.debian.org/watch/sf.php/xmlstar/xmlstarlet-1.3.0.tar.gz
