These two packages are in circular dependency. The former was only recently split out by upstream. We decided to keep libwww-perl depending on the latter as otherwise 100s of packages would have had to have their dependencies tweaked. Even then we feared there was a high chance of missing one. I believe it is possible for you to put an override in for this.
