People sometimes throw packages in mentors even if they are not the
maintainers. And sometimes, they spend a lot of time to find a sponsor… or
(some) don't try to look for a sponsor.
So, there are some scenarios where "pending" would not make sense.
Using user-tags for those bugs seems like a better idea to me (e.g. with
d...@l.d.o as a user and needs-sponsoring as a tag).
