This is caused by #567528 and lack of code on debcheck's side to report the error (it just detects it and dies[1].) I've asked our ftp-masters to please auto-reject packages triggering bad- version-in-relation to help avoid such cases in the future, but a) no response so far, and b) it wouldn't have prevented python-kde4's bug because it was introduced by a binNMU. Ideally both bugs should be fixed, but I guess the kde4 bug will be fixed way before somebody hacks debcheck (unless it is to comment the line that makes it abort, but I don't know the side-effects.)
