I have made some minor fixes making it clearer (well, I hope :D). And, after Mario integrated holger and adn's suggestions I agree with the times as well. Still, I think we should make clearer in the email: -what exaclty a MIA maintainer is. -when we'll start applying this policy (like since NOW).
