It would be adopted. I would not let it stay orphaned for more than one month, and I would object to any removal requests with an immediate adoption. I don't quite want to maintain yet another package, but I do use dlocate a _lot_, so I'd give others time to step up and take it, but it would not be removed on my watch. So, dlocate is not going anywhere.
