Have a look at:

This is what the form at
http://www.debian.org/Bugs/
came up with when I selected

search for: Paket "devtodo"
Flags: active
Distribution: unstable

now compare that to:
http://bugs.debian.org/cgi-bin/pkgreport.cgi?pkg=devtodo
which is perfectly ok AFAICS.

This is probably the reason for the PTS keeping to bitch about patches
and showing an inflated bug count:
http://packages.qa.debian.org/d/devtodo.html
