This system could only trigger manual checks, it's close to impossible
to check automatically, whether a project is either dead upstream or
undistributable. Checking whether the RPFed package name is already in
the archive seems feasible, although it wouldn't have caught the two
candidates I found, which were packaged under different names than
requested in the RFPs.
