The changelog entry from dpkg 1.10.19 avalailable from
http://packages.qa.debian.org/d/dpkg.html
(http://packages.qa.debian.org/d/dpkg/news/2.html) contains the
changelog of 1.10.19 AND 1.10.18.1.

Yes, and this is how it was uploaded.  1.10.18.1 was a NMU which means
that its bugs got tagged fixed rather than closed.  1.10.19 included
the changelog from 1.10.18.1 again to acknowledge the NMU and to get
its bugs closed.
